Get Message Suggestions Sequential

The UI's default Suggestions path, streamed as server-sent events.

The name is historical: it used to make three model calls, one per line. Since 12 Oct 2026 the three lines come from ONE call (or the cache, or the starters for an empty conversation; see _one_suggestion_set) and are streamed in the same event shape the client already reads: {"hint", "index"} per line, then {"complete": true}.
