Record the user's feedback on ChaCha's placement estimate.

Body: {rating: 'about_right' | 'too_high' | 'too_low'}

Stored in profile_data.chacha_placement_rating so we can later audit how often the placement signal lands vs gets corrected. Stamps a timestamp + the CEFR + source so the data is interpretable later.
