Get User Badges Public

Return earned badges for a member, for the profile view. Does not include progress or trigger new badge checks.

Signed in only (2026-09-18 route-auth review). The {user_id} is deliberately somebody else - this draws the badge row on their profile, the same surface any signed-in member can already open - but until now it also answered anyone on the internet who walked the id space. AchievementGrid and AchievementModal already send the token.
