Experiment dashboard: weekly kpi_snapshot rows (newest first), the live current week and the targets

Parameter: weeks (1-104, default 12). current_week is computed on the fly by the same code as the Monday job (partial: true). status per KPI is met, not_met, below_drop or unmeasured (null value). Click rate and report counts are informational and have no target.
