Lease Termination

Transition to finalisation phase

Transitions the lease from NOTICE to FINALISATION when the notice effective date is reached. Sets the termination status to EXIT_PENDING.

Idempotent: If already past INITIATED status, returns current state.

Permissions required: leases:write

put/leases/{lease_id}/termination/start-finalisation
