Run a read-only SQL query against a data schema

Executes SELECT-only SQL via the read-only pool with the agent's query transformations (title coalescing, frequency normalization) and series-metadata enrichment. sample=true returns a context-budget preview; sample=false returns full rows. max_rows bounds the returned rows and the constituent_series metadata list in both modes. auto_retry=true opts into the server-side LLM reviser on zero rows. page reads the next block of rows; it works only on the nasa_fires schema, whose single detections cannot be aggregated away, and the query needs an ORDER BY or the pages will not line up.
