Publish an externally generated report as a public shared run

Accepts a fully formed report (summary + sections of narrative and charts), validates it into the same hydrated shape the in-house agent produces, and stores it as a completed public run. The returned share link renders on the standard share-report page and can be forked by signed-in users. Tabular charts (line/bar/table) take columns plus row arrays or objects; other chart types use the hydrated config documented in the skill's report-spec reference. A text chart is a prose panel: title plus a body of one to a few paragraphs, for qualitative content (policy context, caveats) that doesn't belong in a table. A quote chart is an attributed-quote panel: title plus quotes (1-8 items of {quote, speaker, speaker_role?, affiliation?, context?, source_label?}), for verbatim quoted speech (e.g. earnings-call quotes) — quotes never go in a text panel body. Neither prose panel counts toward the required minimum of one data chart.
