Upload la photo ePOD d'un stop (chauffeur PWA).

Supporte 2 modes (miroir chantier `upload_visit_photo`) :
1. multipart/form-data : `request.files['photo']`
2. application/json : `{"file_base64": ..., "content_type": ...}`

Magic bytes JPEG/PNG/WebP + upload MinIO scope-tenant via
`livraison_pod_photo_service`. Si le stop a déjà un POD sans photo,
la clé est attachée directement (`attached=true`) ; sinon le client
inclut `photo_minio_key` dans `POST /stops/<id>/pod`.

Permissions requises : livraison:pod
