R416 — le chauffeur signale son approche/arrivée sur un stop.

R416 — le chauffeur signale son approche/arrivée sur un stop.

Transition `pending → in_progress` + `arrived_at`, puis notification
automatique « Le livreur arrive bientôt » (approaching) au destinataire
(email + SMS opt-in). Fait de « arrivé » une vraie transition (jusqu'ici
aucun endpoint ne posait `in_progress`/`arrived_at`).

Permissions requises : livraison:drive
