Attach a label to an event
Attaches one of the caller's labels to one of the caller's events. Re-attaching an already-attached label is a silent no-op, not an error, since the events-page toggle must survive a double-click. Both ids must belong to the caller, and event ids are sequential and enumerable, so a foreign event id replies 404, the same as a nonexistent one, never 403. Cookie callers must pass CSRF.
This is a write: a read-only API key is refused with 403.
