Write your note on an event

Replaces the caller's single note on an event (there is one note per user per event; writing again overwrites the body). body is at most 4096 bytes. Event ids are sequential and enumerable, so a foreign event id replies 404, never 403. Cookie callers must pass CSRF.

This is a write: a read-only API key is refused with 403.
