List Org Mailboxes

The org's own (dedicated) mailboxes for the domains tab.

Outside the T-41 rollout gate this is the same empty shell as sending-identity — the operator fleet must never leak through here. min_mailboxes is the 12-box park threshold so the UI explains the same gate the sync enforces instead of hardcoding its own number.
