Create Course Content For Sub Chapitre

Create course content for a holiday course sub-chapitre by uploading images. This endpoint:

  1. Validates that the sub-chapitre exists and doesn't already have content
  2. Uploads the files to S3
  3. Creates a new Course document with status "UPLOADING"
  4. Links the new course to the sub-chapitre
  5. Starts a background task to process the course content

Only accessible by admin users.
