Deliberately NEUTRAL verbs, where the owner consilia use remove/keep and admit/reject. Three kinds share this vote, so a kind-specific verb would only mean something read against UserProposal.kind — and a vocabulary that is correct only when cross-referenced is one that eventually gets rendered wrong. The kind-specific verb belongs on the SURFACE, which knows the kind; this is which way the voter pushed.

What a UserProposal decides. Three kinds share one message because all three are the same question — "do the owners agree to change this person's standing?" — differing only in what the verdict writes.

The six states, again as their own enum: proto enum VALUES share one namespace per package, so the identical states have to be spelled three times even though the domain models them with one type.
