Propose GRANTING a seat (Owner only). The candidate does not vote — they are not yet an owner — and neither does the initiator, so the voters are every OTHER current owner and all of them must agree. A lone owner cannot open one at all.

This is the only way Role::Owner is granted: UserDirectory.SetRole refuses it outside an executed admission.

The six states a proposal of either kind can be in. A separate enum from OwnerRemovalState only because proto enum VALUES share one namespace per package; the states themselves are identical, and the domain models them with one type.
