Propose lifting a suspension THE OWNERS imposed (Owner only). It exists because UserDirectory.ReinstateUser refuses those: without this RPC the consilium's verdict would be either permanent or reversible by any one admin, and both are wrong.

A hold needs nothing from here — ReinstateUser lifts one in a single act.

The six states, again as their own enum: proto enum VALUES share one namespace per package, so the identical states have to be spelled three times even though the domain models them with one type.
