Enroll a name into the ongoing verdict-monitoring surface.

WO-5 (CPO board §6.4). Enrolls one name into the ongoing watch pipeline. Every ~7 days the refresh cron re-runs the verdict against fresh data; when the canonical verdict class changes a watch_events row is inserted (webhook delivery follows in Sprint 2 proper). Rate-limited to 10 new watches per owner per day.

Optional Stripe PaymentMethod ID (pm_...) collected client-side via Stripe.js. If omitted, the response includes a hosted checkout_url the caller must send the user to.

HTTPS URL to POST verdict-change events to. Required when channels includes 'webhook'. HMAC-SHA256 signed with a per-watch secret returned once in the 201 response.
