Create a recurring watch for name. Authenticated + metered + capped.

Ownership is bound to key.hash so the account-cap and the ownership-check on cancellation both work. Per-account cap is ETYMOLT_WATCH_MAX_PER_ACCOUNT (default 25); attempt #26 → 409.
