Async batch user creation (enterprise-friendly)

Auth: User JWT

Accepts up to 100 users and enqueues an async job. Returns 202 + jobId immediately to avoid timeouts. Poll GET /v2/users/batch/{jobId} for job status and per-user results.

If true, skip the email-verification step and create users immediately. Use when the importer has already verified ownership of the addresses (e.g. SSO migration). Default false.
