If the user has the appropriate ACL, they can create other users for the application with the ID passed as a parameter

Request body

emailstring

New user's email address. Must be unique under this app.

firstNamestring

Given name shown in chat / profile.

lastNamestring

Family name shown in chat / profile.

passwordstring

Optional. When supplied, it becomes the new user's permanent password (bcrypt-hashed): they sign in with it directly and no invite email is sent, since the caller is delivering the credential itself. When omitted, the server mints a temporary password, mails it out, and the user exchanges it for a permanent one via /v1/users/set-permanent-password-with-temp-password.
