Remove a user's admin-panel access to an app

Turns every grant on the user's ACL row for this app off; the account, its chats and its login are untouched (archive the user for that). Refuses the caller's own account and the app owner. A platform super admin target is also demoted, but only when the caller is a super admin with write; otherwise the ACL is revoked and 403 SUPERADMIN_DEMOTE_FORBIDDEN is returned. Tenant-actor authenticated, needs appUsers.admin or appSettings.admin on the app.
