List BotInstances (v2, tenant actor)

Same operation and query parameters as GET /v2/bot-instances. Supports User JWT and B2B Server JWT.

Lists the bots in the App in the path (a ?appId= that differs from it is a 422), with the access rule of the appId filter above.
