Create an organization

Create an organization on behalf of an integrator's partner.

Restricted to integrators; the caller's own is_integrator partner becomes the owning partner of the new organization. Seeds an INTEGRATOR_ORG subscription from the "integrated" catalog plan, capped by the partner's own asset limit.

Args: body (CreateOrganizationRequest): Organization creation payload. db (AsyncSession): Request-scoped database session. context (ActiveContext): Resolved caller identity and scope. partner_id (int): The caller's own integrator partner id.

Returns: SuccessResponse: The legacy create envelope carrying the new id.
