Set Erp Config

Set the platform-wide ERP (clamped to [ERP_MIN, ERP_MAX]). Admin-only.

Takes effect immediately in this process; other processes pick it up at their next TTL refresh, batch start, or restart. Changing this value moves every DCF/DDM-family fair value on the platform — change deliberately.
