Get Av Rate Log

Query api_rate_log for durable per-minute call counts and rate-limit hits.

Survives server restarts — use this to verify overnight batch rate usage and confirm AV is honoring the 1600 req/min premium contract limit.

Query params: source — data provider key (default: alphavantage) lookback_hours — hours of history to return (default: 24)
