Get per-device status for an asset

Returns telemetry data for each active device on the asset. Devices are sourced from device_mappings, ordered by logical_order (legacy_primary first). Telemetry is sourced from assets-data-service. If assets-data-service is unavailable, devices are returned with null telemetry and telemetry_available=false. Null telemetry values are omitted from the response.
