Reassign an asset's inventory branch

Reassigns the asset's inventory (ISP) branch. Set skipResourceSync=true to suppress the branch-to-resource sync, so a caller that owns the asset-resource record write (e.g. fleet-configuration-api's designation-driven branch reassignment) is not echoed back into its in-flight write; defaults to false (the sync runs). Idempotent: when the asset's inventory branch already is the requested branch nothing is written and the response carries changed=false. M2M authentication required. Currently scoped to the inventory branch only; extendable to service/rental/telematics providers later.
