Get organization usage

Get how much of each of its plan's limits the organization uses (e.g. members), leaving out limits the plan doesn't set. An organization can be over a limit after moving to a smaller plan; it then can't add more until it's back under. Requires the billing: ["read"] permission (owners and admins)
