Adds the logged in user's vote to an item they can see (one per user), or, when they already voted, changes why it matters to them (reason) and how much it affects them (impact: minor, slows-down or blocks). Fields left out stay as they are; null clears them. Voters hear about the item's progress. BAD_REQUEST for items merged into another, which takes their votes
