Check consent_link status. If authorized, fetch and store bank accounts.
A closed attempt answers from our own row, without Finexer: a link whose consent was cancelled / failed / expired stays "new" or "sent" at Finexer for ever, so polling it could never tell the app the attempt was over — 26 minutes of it on 26 Sep (EQ-55). The webhook closes the PendingBankAuth (finexer_webhooks._close_pending_auth); this is where the app learns of it.
