Complete Add Bank

Complete the add-bank flow after the user returns from Finexer auth. Checks consent status with retries, creates BankConnection + Account records, triggers sync, and returns the new connection details.

Idempotency: per-consent_link_id lock prevents multi-browser race. If a connection was already created for this consent_link_id, returns it.
