Restore Account

Restore a removed account. The consent was never revoked, so while it is still live this needs no new bank authorisation: the connection goes straight back to "active" and a sync is attempted. If the consent lapsed while the account was removed, the connection is surfaced as "expired" so the normal reconnect flow takes over.
