Settle v2 bridges still in flight (cron)

Asks the provider that routed each pending v2 bridge — LayerZero Scan or the LI.FI status API — where its destination landed, then reads that transaction from the chain and completes the action. The provider supplies only the destination chain and hash; every amount comes from the receipt. Bridges past the settlement window become abandoned, never deleted.
