Refresh current prices for every active registry asset (cron)
Fetches CoinGecko and DRE-managed prices in bounded batches. Only strictly newer, valid source observations advance current prices and history; provider failures retain previous rows. Run records, current prices, and history publish atomically, and an advisory lock prevents overlapping refreshes.
