Rebuild the canonical asset registry (cron)

Expected schedule: weekly. Rebuilds the curated registry from Value Transfer candidates, exact CoinGecko identities, and DRE-managed seeds. Writes are atomic upserts and soft deactivations; fatal provider or seed failures preserve the previous registry, while isolated invalid addresses are excluded. A Postgres advisory lock prevents overlapping runs.
