Patch Voice Translation Config

Write per-thread voice-translation config (L1 in the plan's 3-tier model).

Workspace-gated. Validates against the closed enums above. Phase 3 will additionally enforce the supports_translation_voice_out capability check when mode='voice' is set on a non-supporting channel.
