Retrospective replay payload for a past earthquake event.

event_id is either a USGS event id (prefixed us/ak/nc/ etc) or a DeepMap prediction id. Returns the tensor snapshot trajectory for the N hours before the event plus every prediction that was active in that window -- the raw data a visualizer needs to animate the hours leading to the event.
