Replication Health

Litestream replication freshness check.

Returns per-DB mtime of the live file + age in seconds so an external watchdog can page on stale. Threshold for "healthy" is <= 600s (last cron restore within 10 min).

Also returns litestream log-tail and restore-log-tail lines so ops can pull a single endpoint for a full health summary.
