Api Auth Tier

Lightweight endpoint that returns just the caller's tier (or 'anon').

Used by the GA4 user_properties wiring in base.html so that Realtime reports can filter on subscription tier without GA4 ever seeing email, user_id, or any PII. Always returns 200 — never 401 — so anonymous visitors don't pollute the browser console with errors.
