Paginated + filtered orgs list — drives the super-admin Orgs page.

Filters all AND together; search matches slug or name (LIKE %q%). Returns {total, page, page_size, total_pages, orgs: [...]} with the same per-org shape as GET /api/super-admin/orgs.
