Follow a bill

Adds this bill to the signed-in user's watchlist in the Dapper platform, the same list GET /v1/me/followed-bills reports.

notify: true also turns on notifications for it. There is a cap on how many bills one account may follow; hitting it answers 409 with code: FOLLOW_LIMIT_REACHED and the current count, because retrying will not help — something has to be unfollowed first.
