List MCP tools visible to an agent or the full catalogue

Returns the MCP tool catalogue. Without an agent_id query parameter, returns the unfiltered admin view. With agent_id, returns the subset of tools the identity is entitled to call after applying the MCP risk- tier and data-classification filter.
