Create Public Speaker Content

Public speaker-intake content create (capability = speaker_id, no auth — same trust model as the session PATCH/propose). The intake uploads a file to /uploads (which yields a URL) then registers it as content for the speaker. created_by is NULL — no user account behind a public intake.
