Bulk Publish Schedules

Publish several tracks in one request — replaces the frontend's N× POST /publish loop (one auth resolution + one snapshot commit total).

Omit scheduleIds to publish every track on the event. Empty schedules are skipped (a published schedule with no sessions renders as a blank tab on the combined embed) and reported, so callers don't pre-fetch activities just to find out.
