Delete Webhook

Disable one webhook endpoint owned by this account and return an empty success body.

Costs nothing quota-wise. Call only when delivery should stop; repeating the intent is safe after confirming the endpoint list. Recover from not_found by calling GET /v1/webhooks and using an id it returns. For rate_limited or service_unavailable, wait retry_after_sec and retry once.
