Add Collaborator

Invite a user to the claim's workspace or to this claim only.

The invite records a ClaimInvitation carrying body.scope; acceptance is what creates the access row — a WorkspaceMember for scope='workspace' (pre-CARP-349 behaviour, still the default) or a ClaimCollaborator for scope='claim'. body.tracking_only (claim scope only) makes that collaborator tracking-only.

Owner-gated: only the claim creator can invite.
