List Collaborators

List everyone with access to this claim, plus pending invitations.

Two access populations, distinguished by scope (CARP-349):

  • workspace — workspace members of claim.workspace_id.
  • claim — per-claim ClaimCollaborator rows (claim-scope invite acceptances). A user who is both is listed once, as workspace.

Pending invitations follow the same split: workspace-scope invites for the claim's workspace, claim-scope invites for this claim only. Consultant invitations are excluded — they're listed by GET /{claim_id}/consultants.
