Create a Snapshot — seal a consistent set of Datapoints

Refreshes all specified datapoints (sequentially) if their cached data is older than maxAgeMinutes, then seals the consistent state as a snapshot document in PouchDB. The snapshot records each datapoints provenanceHashand a combinedsnapshotHash(SHA-256 over sorted individual hashes). Accepts eitherdatapointNames(array) ortags` (comma-separated string). Raw data is NOT stored (KRITIS constraint).
