Count of redispatch-eligible installations (≥100 kW) for a grid operator

Aggregation of installations ≥100 kW (InBetrieb) for a grid operator. Returns count + total capacity in MW + breakdown by type (solar, wind, etc.). Used by the Dashboard API vnbOverview Phase 2 to populate the redispatchEligible KPI card (v0.20.2). No NAP enrichment — faster than assets.list with redispatch=true.
