List Indexable
Case pages fit to advertise in a sitemap, most-cited first.
The order matters because callers publish a prefix of this list, not all of it, so it decides which pages get advertised at all. cited_by_count is how many other judgments in the corpus cite this one, which is the closest thing we hold to "how much does this case matter" — and it correlates with what people search by name. Publishing the head of that list means a small sitemap is landmark judgments rather than an arbitrary alphabetical slice.
a.id breaks ties so the order is total, which is what keeps paging from dropping or duplicating rows at a seam. cited_by_count itself is only rewritten by ingest, so it is fixed for the seconds a build takes to read every page.
